IRC is null-routed (broadcasting basically to the internet that no route
exists to that host), in order to stop the packet flood from saturating our
links and rendering the rest of the host services unreachable.

This means that for the time being; our IRC server, irc.eskimo.com, will
not be reachable from the outside world.

This attack is taking advantage of the infamous Cisco packet fragment
leak so access lists are ineffective.
