Dialup authentication back up and running

Dialup authentication has been back up and running on all dialup plans for
a while now; was holding off announcing it back up as I was also in the
midst of doing some account converting (MegaPOP-only to Plan B) for those
that had been notified of such a change. Dialup is back up for all,
including those changed manually tonight for the end-of-the-month switch.
I believe the outage (for everyone) was caused by the same Broadwing
backbone that had affected this Monday morning.
