Telia latency and authentication

Telia lines (both for Plan-D dual-access folks and Plan-E single-channel
connections) are having sever latency and authentication problems at the
moment.  Technicians are working on solving this as their highest priority
now.

I'm not sure if this is also caused by the same NT/2000 virus issue that's
affecting our web server (infected servers trying to branch out and
saturating ours), but I've had to reboot the Ultra1 machine here a couple
more times tonight; the same sort of traffic may well be what they're
dealing with tonight on their servers, too.

I'll continue checking the authentication on Telia lines tonight, and
update the list here when I learn more...
