Telia routing outage

The dialup authentication servers were switched this morning to the Florida
location that Robert posted about lat night, however, with the Telia lines
(Plans D and E), routing is currently failing.  I do have a ticket open on
that, and techs are looking into it; I'll keep up on the issue as well.  No
ETR at the moment.

Routing on other plans such as MegaPOP, UUNet, and the new StarPOP lines do
not seem to be affected.
