Telia authentication update.

The Telia dialups should be back up now; a router in Atlanta had come back
up earlier, and I've verified that accounts are not only authenticating on
those lines, but connecting in to our mail servers, etc. again as well.

Not sure if this is still sporadic/intermittent, as the techs at the
authetication server (in Florida) are having intermittent reports but
testing correctly themselves as well.
