StarPOP authentication outage

StarPOP lines are failing authentication this morning, while others are
connecting correctly (Telia had a brief outage earlier this morning, but
was back up by the time I came in).  Techs at the authentication server
mentioned a dropped UUNet circuit that they're working on bringing up as
soon as possible.  No ETR at the moment, but I'll keep an eye on it as
well.
