Qwest restored the frame relay circuit to service at 6:52 PM yesterday. The outages was caused by a lightning strike that did fairly extensive damage to the cable causing multiple short circuits and opens along the cable. They basically had to go manhole-to-manhole to repair the cable and this process was slowed and complicated by the fact that some of the manholes were flooded by all the heavy rain and they had to pump the water out first.
