I've got some more details on the Telia outage. A card has failed in Telias Seattle fiber panel facility that affects backbone connectivity for Washington, Oregon, and Idaho. They do not have a spare at the location. They are having one shipped and expect to have service restored by around 7PM pacific time (2200 EDT).
