Special conditions:
PEC began January 30, 1970 as
two groups, the Environmental Planning and Information Center
of Pennsylvania (EPIC), a 501(c)(3) organization,
and the Pennsylvania Environmental Council,
a 501(c)(4). EPIC was renamed the
Pennsylvania Environmental Research Foundation
and merged into PEC in 1973 with the
merged organization granted 501(c)(3) exempt status, with lobbying
permitted according to Section H of the IRS Code.
Self-Description:
Pennsylvania Environmental
Council, Inc (PEC)
is a statewide organization with five regional
offices that work to revitalize communities, protect working farms,
preserve critical wildlife habitat, protect lakes, streams, and
rivers. Recognizing that decisions
relating to energy use and current trends on climate could
significantly impact the state's natural resources, PEC is committed
to developing programs and policies that address these issues.

Lookout Farmlife and Water Preserve
and an online "nutrient credit trading" market to improve water
quality,
PEC most importantly incorporated
Enterprising Environmental Solutions, Inc (EESI)
in 1999 with its own board, but retained total control of the new
group, which in 2004 began using the assumed name of Center for Climate Strategies (CCS) to
lobby state governments to adopt their emissions trading systems and
recommendations for controlling climate change by their team of
experts, some highly credible, others less so. State governments
were generally unaware of CCS's linkage to advocacy-based PEC and
were misled to believe that CCS was independent and not an advocacy
organization. In 2009, EESI changed its name to Center for Climate
Strategies in corporate filings in Pennsylvania. It remains unclear
whether PEC retains total control over the Center for Climate
Strategies.
