Halliburton opens new headquarters in Dubai. There's a big surprise!

If it wasn't for the war in Iraq, the no-bid contracts, and the like, this would seem to be a normal good sense business move. It makes sense to be headquartered near where your client base is.

The timing is a bit off. I would have thought, after Texas was pretty much drained and the middle east was booming, that would have been a logical time for the move.
