The National Council on Independent Living (NCIL) and the National Parent
Network on Disabilities (NPND) are hosting a joint NPND teleconference on
the Work Incentives Improvement Act (WIIA), S. 1858. The bill is
cosponsored
by Senator Jim Jeffords (R-VT) and Senator Ted Kennedy (D-MA).
S.1858 states that the health care people need to live independently in
their
community is the health care they need to live and work in their
community.
The bill provides continuous health care after employment.
The bill includes the provisions from the House Bill, H.R.3433, Ticket to
Work and Self-Sufficiency Act of 1998. Ticket to Work establishes a
program
allowing people on Social Security Disability Insurance (SSDI) and
Supplementary Security Income (SSI) an opportunity to get employment
services
from more service providers of their choice. The combined bill calls for
an
expanded Benefits Planners/Specialist Program inside SSA and in community
organizations. SSA is required to conduct an SSDI 2 for 1 cash benefit
offset
demonstration project, as earnings increase, similar to the current SSI
earned
income work incentive.
S.1858 is the first major step to reform the SSA Work Incentives
Programs.
