PROCLK:  Read date in non-volatile RAM and in RT-11 monitor, ask if user
wishes to synchronize them.  Preliminary version; later version will read
the time as well and perhaps have other enhancements.  If run on a PDP-11
other than a Professional 300 series machine, it will cause a trap to 4
and exit.
