The restriction against signing free agents and making trades ends July 18.
Starting tomorrow, teams can make trades and sign free agents.  Expect lots
of signings and completed trades (a number of which have already been
announced, but won't be official until July 18).

Toronto announced that on Wednesday they will trade the rights to Zeljko 
Rebraca (whose rights they received in a 1999 trade) to Detroit for a 2002 
2nd round pick.
