News from July 29. The NBA Board of Governors approved the use of instant replay at the end of quarters and overtimes to review specific instances. A play will be automatically reviewed at the end (0:00 on the clock) of the first 3 quarters and only reviewed at the end of the 4th quarter and overtimes if the play affects the outcome of the game to determine if: 1) the shot occurred before time expired If the shot occurred before time expired, then replay can be used to determine if: a) an 8 second violation occurred b) a 24 second violation occurred c) it was a 2- or 3-point shot (ie, if the shooter's foot was on the line) d) the player was out of bounds 2) a foul called occurred before time expired (but not to determine if it was actually a foul) The refs are to review the replay in 2 minutes or less and must be satisfied that the replay clearly shows a discrepancy before changing a call. Golden State promoted Otis Smith to director of basketball operations. Sacramento named Terry Porter as an assistant coach.
