News from July 12.

The NBA Board of Governors approved the following rule changes for 17-18:
Timeouts
  1) 7 timeouts per game.
  2) all timeouts are 75 seconds (no longer 20 second timeouts)
  3) each quarter will have 2 mandatory timeouts - at the first stoppage
after the 7 minute and 3 minute marks
  4) a team can start of the 4th quarter with a maximum of 4 timeouts
(lose any over that amount)
  5) a team can have a maximum of 2 timeouts in the last 3 minutes of the
4th quarter
  6) teams get 2 timeouts in overtime
Halftime is 15 minutes, starting with the expiration of the 2nd quarter.
A Delay of Game penalty will be issued if a team is not ready to start
play at the expiration of halftime.
A Delay of Game penalty will be issued if a free throw shooter ventures
beyond the 3-point line between attempts.
The Trade Deadline is moved to the Thursday 10 days before the All-Star
game

Cleveland signed Cedi Osman to a 3 year, $8.3 million contract.

Golden State signed Omri Casspi to a 1 year, minimum contract.

The LA Lakers released David Nwaba.

Indiana signed 2nd round draft pick (#47) Ike Anigbogu.

Sacramento signed 2nd round draft pick (#34) Frank Mason.
