The NBA held the draft lottery, which determines the top 3 picks of the
draft.  Chicago won the lottery and will pick #1 (Chicago had the 3rd
worst record for 1998-99).  Vancouver will pick #2 (Vancouver had the
worst record).  Charlotte was the big winner of the lottery as they will
pick #3 - they only had 5 chances out of 1001 of obtaining one of the top
3 picks (Charlotte had the 13th worst record).  The LA Clippers were the
losers of the lottery as they will pick #4, despite having the 2nd worst
record.  The 1999 draft will take place June 30.
