Correction: in the draft listing I sent out yesterday, I mentioned that
Toronto and Vancouver could not receive the #1 pick due to their expansion
agreement.  That was incorrect.  The restriction was only for 1996, 1997,
and 1998.  I had mistaken thought that this was the last year.  Thanks to
Mase for pointing that out.
