Erick Dampier (GS) underwent successful arthroscopic surgery on his left knee to repair torn cartilage. He will be out at least 2 weeks [and probably much longer]. The NBA Board of Governors approved the proposed rules changes. The changes are: 1. A defender is no longer allowed to make contract with his hands or forearms on an offensive player above the foul line extended. [Used to be hands only.] 2. On non-shooting fouls, illegal defense warnings, and kicked balls, the shot clock will not be reset if it is above 14 seconds or it will be reset to 14 seconds. [Used to be reset to 24 seconds.] 3. A 5 second rule on a player in the post - a player who has received the ball with his back to the basket below the foul line extended and has started dribbling has 5 seconds to shoot, pass, or pick up his dribble. [Used to be no time limit.] 4. There are no defensive restrictions for players on the strong-side of the court (the left or right half of the court where the ball is). [Illegal defense is where a player is guarding an area, not the player or ball, or double teaming a player who does not have the ball. Illegal defense now only applies to the weak-side of the court.]
