A completely unaddressed aspect of policy is what I cal fractalization.
Examples of improvements you provide here, many of them, are about fixing big
community resources. However, ideally you also should look at coming up with
policy that apply equally, helpfully, and by example, to smaller and larger
scale. Much of policy presumes a simple alliance of communities with whatever
big things are done. But healthy communities see only evidence and established
truth as authority, and are open otherwise to general examples that apply to
different scales and that can complement themselves under both simple
replication, and recursion too. This may sound like software programmer speak,
but it really does apply to community policy. People who are cognitively and
personally empowered by good knowledge tend to be more helpful community
players than those who are regimented. As an example you can see this kind of
thing is a dominant pattern in academia. Diversification is often seen as a
DEI policy, but actually it is a good optimization policy, and usually
represents a required step to get the absolute optimal point given a set of
inputs.
